Moisture and Other Daily Measurements to Meet the HISA Racetrack Regulations
Presented by Racing Surfaces Testing Laboratory. 

The Horseracing Integrity and Safety Act codified best practices which were already practiced at many racetracks.  Rule 3154(c) requires daily measurements be taken at the beginning of all daily training and racing sessions on all racing and training tracks at each 1/4 mile marker pole at two locations 5 and 15 feet from the inside rail. The non-profit Racing Surfaces Testing Laboratory provides a free database which allows manual measurements to be directly submitted to the authority as well to provide a record for racing commissions and horsemen in non-HISA jurisdictions.  In this session the low-cost and alternative measurement tools are demonstrated along with database entry.

This year’s conversation will be led by Rick Hammerle and Chris Dobbins with a growing agenda including an open meeting of ROCO, a conversation with leaders from HISA and HIWU, and an early look at an in-development ratings system.
