J Curtis Linnell is the Executive Vice President, Thoroughbred Racing Protective Bureau, based in Fair Hill, Maryland. In the past, Linnell has held senior Operations Management positions responsible for racing offices, pari-mutuels departments, simulcasting, off-track betting, and Advance Deposit Wagering. Consulting under the mantle of Linnell Business Ventures, he was the lead on projects including the TRPB investigation into the 2002 Breeders’ Cup Pick 6, and the NTRA Task Force on Wagering Systems.

Linnell has been with the TRPB since the inception of the Wagering Integrity Unit in 2003. The TRPB team’s pinnacle achievement to date is the Wagering Analysis and Security Platform which provides unparalleled transparency conducted on almost all the racetrack networks in the United States and Canada. TRPB Due Diligence work has taken Linnell to examine and report on betting companies located throughout the Americas, Asia, Europe, and Australia.

In addition to his position at the TRPB, he currently chairs “TRA2050,” the racing industry’s technical committee; and he coordinates the International Wagering Protocols Group that meets annually at the Race Track Industry Symposium. Linnell is a member of the World Tote Association, occasional instructs at the University of Louisville Stewards School for Continuing Education and is a guest lecturer at the University of Arizona.

Linnell is an Honours graduate of Political Studies from the College of Arts & Sciences, University of Saskatchewan.
