Global Symposium on Racing Speaker: Jon Moss

Jon Moss serves as the Executive Director of the Iowa Horsemen’s Benevolent and Protective Association (HBPA), a role he has held since 2011. A fourth-generation horseman, Jon’s involvement in the Thoroughbred racing industry is rooted in his family’s nearly century-long presence on the Nebraska and Midwest racing circuit, dating back to the late 1920s.

Jon is a graduate of the University of Arizona’s Race Track Industry Program. Following his studies, he began his professional career with the Pennsylvania HBPA, where he served as Associate Executive Director based at Presque Isle Downs in Erie, Pennsylvania. He returned to the Midwest when he accepted the Executive Director position with the Iowa HBPA.

In his role, Jon represents the interests of Iowa’s Thoroughbred horsemen in matters involving Prairie Meadows Racetrack & Casino, the Iowa Racing and Gaming Commission, industry organizations, and state agencies including the Iowa Department of Agriculture. His responsibilities include negotiation, regulatory affairs, purse and policy advocacy, and industry stakeholder coordination.

Jon is also deeply involved in Thoroughbred aftercare. He previously served as President of Hope After Racing Thoroughbreds (HART), a local non-profit dedicated to rehabilitating and rehoming retired racehorses from Prairie Meadows. He continues to support HART as an ex-officio board member. Nationally, he advises on several committees of the National HBPA, including those focused on Benefits, Medication, Thoroughbred Aftercare, Wagering, and Public Relations, and also serves on the National Assistance Fund, which provides financial support to horsemen facing unexpected medical or personal hardship.

Throughout his career, Jon has presented and moderated at industry conferences and academic forums, including the American Horse Council’s State Affairs meetings and the University of Arizona’s Global Symposium on Racing. He has served as a guest speaker at Iowa State University and has actively engaged in legislative and regulatory advocacy at both the state and federal levels.
