Victor Escobar

Victor Escobar has been a State Steward for the Oklahoma Horse Racing Commission for the last three years. Oklahoma was the first state to adopt the "Category 1" interference philosophy, which Victor has applied since the rule was instituted. Maintaining ROAP Level I accreditation, Victor served three years as a State Steward for the New Mexico Racing Commission and prior to that, as an Association Steward at Rillito Park. In 2023, he was selected by ROAP as the first American steward to participate in the International Stewards Education Program, a three-week immersion in the United Kingdom designed to facilitate international harmonization amongst stewards and judges.
